Ameco Beijing¡¯s Public Bonded Warehouse came into operation

On December 8, Ameco Beijing¡¯s Public Bonded Warehouse came into operation officially. The leaders from Beijing Customs and Capital Airport Customs, Vice President of Air China, Mr. He Li, General Manager & CEO of Ameco Beijing, Mr. Chai Weixi and some customer representatives attended the ceremony.
In Mr. Chai¡¯s speech, he expressed his appreciation to Beijing Customs, Capital Airport Customs and Beijing Administration of Foreign Exchange for their understanding, guidance and help. With their help, Ameco Beijing becomes the first enterprise, in domestic MRO industry, to have public bonded warehouse. Mr. Chai Weixi said: ¡°In recent years, Ameco Beijing¡¯s maintenance business shows a fast growing momentum. The establishment of Public Bonded Warehouse plays an important role in Ameco Beijing¡¯s operation and helps Ameco Beijing to overcome some long lasting bottleneck problems, such as aviation material purchase and usage. PBWH not only saves our inventory cash and improves our cash flow, but also helps us to reduce maintenance TAT and cost. Meanwhile, it also represents that Ameco Beijing has taken an important step towards an international maintenance enterprise. ¡±
Vice president of Air China, Mr. He Li said: ¡°I am very glad to witness the commencement of PBWH. It has been my wish for a long time. Its establishment plays an active role in enhancing Ameco Beijing¡¯s competitiveness in international market. I also hope this PBWH can bring certain benefits to shareholders. ¡±
The representative of Rolls Royce said in his speech that the increases in maintenance cost caused by growths of duty charge had ever been a worry to international customers. However, the successful establishment of PBWH in Ameco Beijing is for sure to reduce cost and maintenance charges and bring customer a favorable benefit. In 2007, the consignment cooperation between Rolls Royce and Ameco Beijing will totally change former order sales mode, bring a thorough revolution in Ameco Beijing engine repairs and provide a better service for the air carriers.
At present, PBWH has 2020 square-meter storage area, which could accommodate nearly 20,000 items of aviation materials. After the establishment of central store, the whole storage volume will expand 5 times. PBWH plays dual roles as bonded warehouse and consignment. Based on the relevant import and export policies, MRO enterprises needn¡¯t pay the duty for the materials that are purchased from foreign countries or provided by the international air carriers as long as these materials are stored in the proper storeroom that is approved by customs. If these materials are consumed for the international air carriers, Ameco Beijing needn¡¯t pay the import duty. If these materials are used on the aircraft owned by domestic air carriers, Ameco Beijing should pay duty while taking these materials out of the storeroom. Consignment means some international manufacturers leave the materials in bonded warehouse in advance. MRO enterprises only pay for these materials when they use the materials and they needn¡¯t pay any expense in advance.
As its competitiveness improves, Ameco Beijing enjoys a fast growing international business. Currently, the volume of international business in Ameco Beijing has taken up to nearly 30% of all. The opening of PBWH will enable Ameco Beijing to reduce maintenance cost, inventory cash and improve company¡¯s cash flow. Meanwhile, since the domestic air carriers¡¯ international routes enjoy value-added tax relief, PBWH could help Ameco Beijing to simplify material management procedure and ensure air carriers to better enjoy such benefit.
PBWH is a kind of new operation mode introduced to help domestic enterprise to grow and enhance its competitiveness under the support and guidance of government. It helps domestic enterprise to converge at international commercial operation and boost domestic enterprises to be the leading companies in global market.

Ameco Beijing attended 9th MRO Europe

From Oct. 24th to 26th, the 9th MRO Europe was held in Amsterdam, Holland. Nearly 250 worldwide exhibitors including world leading aircraft manufacturers, MRO service providers, component suppliers and industrial media attended this air show. As one of the most important MRO service providers in Asia, Ameco Beijing has attended this Air show 5 times since 2002. Ameco Beijing¡¯s attendance further enhances its brand image and lays a solid foundation for further European market exploitation.
The theme of this year is: Increasing safety in a lean & demanding environment. Ameco Beijing constructs the biggest Line Maintenance Hangar in Asia

On September 22, 2006, Aircraft Maintenance and Engineering Corporation (Ameco Beijing) held a grand foundation laying ceremony of A380 hangar. The new hangar with total investment of about RMB700 million will be completed in March 2008 and put into use before Beijing 2008 Olympic games.
With span of 176m+176m, clear span of 350.8m, depth of 110m and lower chord height of 30m, A380 hangar will be the biggest aircraft line maintenance hangar in Asia and among the largest ones worldwide.
Ameco¡¯s A380 hangar with total floor area of 70,437m2 locates at north of Beijing¡¯s new terminal 3 and represents a vital segment of Beijing Capital International Airport¡¯s expansion program. The hangar will simultaneously provide six wide-body and four narrow-body aircraft maintenance positions, and be able to accommodate all kinds of Boeing and Airbus up to size of A380.
Ma Xu Lun, President of Air China said at the ceremony that, ¡° the total traffic volume of Chinese civil aviation industry ranks the second globally, which provide a great opportunity for Ameco to enhance its maintenance business. The construction of A380 hangar marks a vital step of Ameco aiming at further improvement of quality and capacity. Now the number of Air China aircraft, which are maintained by Ameco, is over 100. This number will greatly go up after Air China completes building and enhancement of its Beijing and Chengdu hubs, and its branches in Shanghai and south of China.¡±
Wolfgang Mayrhuber, CEO of Lufthansa said that, ¡°As a shareholder standing behind the development of Ameco, Lufthansa is willing to participate in the future of Ameco. Aviation is only started and that¡¯s why it¡¯s so important that Air China and Lufthansa are committed to support Ameco and I congratulate everybody who has contributed to this fast development which we can be proud of.¡±
¡°The A380 hangar will not only support the fast growing Air China fleet, but also provide convenient and quick maintenance services to the airlines which arrive at and depart from terminal 3. The construction will place Ameco Beijing in a very advantageous position in the MRO competition with Beijing as hub.¡± said Chai Weixi and Dr. Hans Schmitz, General Managers of Ameco Beijing.
Ameco Beijing announced that it will construct a second building of same size and shape in the next years, which has already been approved by the shareholders. Presently, the construction of an overhaul and painting hangar that can accommodate one Boeing 747-400 aircraft has already been started.
Ameco Beijing, as a joint venture between Air China and Lufthansa, experienced a fast development into the greatest Aircraft Maintenance provider in China and gained international reputation for its services. In recent years, Air China and Lufthansa cooperate more closely in many areas. The particular milestone of this outstanding cooperation is that Air China signed memorandum of joining star Alliance in Ameco Beijing¡¯s 4-bay hangar on May 22,2006.

Ameco Beijing will expand its training scale

In the summer of 2008, on AAC south side, a brand new training building as big as the present one will come into use. This project was approved at Ameco Beijing¡¯s 35th Board of Director Meeting. The work on the design scheme for the new training building has started.
Based on market research, the aircraft orders from air carriers including Air China Limited exceeded 650 in 2005 (purchase intent is included). In the coming 3 to 5 years, all of these aircraft will be delivered. With the expansion speed of the world fleet, the shortage of maintenance mechanics becomes more and more obvious.
AAC is one of few professional training organizations in China. At present, AAC can provide basic training for 240 persons and aircraft type rating as well as professional trainings for 110 persons at the same time. In the coming several years, with the development of Air China, Ameco Beijing needs more maintenance mechanics. Since this year, Ameco Beijing will
increase its recruitment by 400 persons annually. Take 3 year as a training period, AAC will have 1200 employees trained at the same time in school every year.
In order to meet the demand of internal and external trainings, AAC has carried out new development schemes. Firstly, AAC adopts joint teaching mode with many aviation colleges. AAC has planned to build up long-term cooperation relationship with some colleges, namely Beijing University of Aeronautics and Astronautics, Civil Aviation University of China, Beijing
Institute of Technology, and Xiamen University. Taking the advantage of these universities¡¯ theoretic training, AAC has planned to conduct 2-year theoretical training at these universities and 1 year practical training at AAC. In recent years, AAC has obtained experience in cooperating with aviation colleges. The cooperation with Beijing University of Aeronautics and
Astronautics is a good example. Ameco Beijing and Beijing University of Aeronautics and Astronautics jointly recruited 207 students, 155 of which have graduated.
Furthermore, Ameco Beijing will build up a brand new training building and will invest in this 7,000-square-meter training building and its relevant facilities.

enterprise annuity scheme in 2004, and got the approval by the Board of the Directors.
Ameco Beijing General Manager Dr. Hans Schmitz said at the signing ceremony that, ¡°Others
will think investing in facility and equipment is important for the sake of a company¡¯s
development, while Ameco Beijing always regard people as the basic foundation of a company.

China and established Eurasia Airlines 75 years ago and 16 years ago built Ameco Beijing
along with Air China as the first JV in China¡¯s civil Aviation industry, and today we are
proud that we are leading again in providing better life to the employees.¡±
Mr. Yang, GM of Taiping Pension was very satisfied with the agreement and regarded it as a
market model, positive for the society. Mr. Yang said, external trustee management mode was
adopted by Ameco enterprise annuity plan, according to ¡°Enterprise Annuity Rules (trial)¡±
, enterprise annuity trustee could be either an internal enterprise annuity commission or
professional trustee institute accord with national rules. Sufficiently compared the two
modes, Ameco choose the latter and made Taiping Pension as the trustee representative of
Ameco to develop the plan with other operation institutes.
Together, Taiping will partner with ICBC who will be the account management and custody
bank. Both Taiping and ICBC have gained the relevant licenses in managing the enterprise

Ameco Beijing got MDA by CAAC

At the beginning of 2006, Civil Aviation Administration of China (CAAC) issued a Modification & Design Approval (MDA) to Ameco Beijing. It is Ameco Beijing¡¯s first MDA with her own intellectual property right.
Holding such MDA, Ameco Beijing can implement master call and chime modifications on Boeing 767 with the drawings designed by herself. Ameco Beijing successfully completed relevant modifications on a Boeing 767-300 ER for Air China soon after she got this MDA.
In the past such kind of modification could only be implemented after a design company provided the modification drawings and FAA issued Supply Type Certificate (STC). In general, it took quite some time. In order to shorten the modification TAT and provide more satisfying service for air carriers CAAC started to issue MDA.
More modification & design projects of Ameco Beijing, namely installation of closet in first class and upper deck passenger signs modification etc., are waiting for CAAC¡¯s approval.
Ameco Beijing also provides comprehensive technical services such as engineering support, MRO support, modification design and technical consultation for air carriers. Engine condition monitoring, issuing engineering orders, engineering services for aircraft modifications, developing non-routine repair schemes, troubleshooting solutions etc, are major engineering services as well.

SAFE granted preferential treatment to Ameco

Recently, the Beijing Office of the State Administration of Foreign Exchange (SAFE) granted
Aircraft Maintenance and Engineering Corporation (Ameco Beijing) preferential measures for
simplifying payment on the import of bonded goods. As a result, Ameco Beijing may go
directly to designated banks with the declaration of import, official receipt, import
contract and other relevant documents to make ¡°pre-payment¡± on the buy out and subsequent
storage of goods into bonded warehouses. This avoids the requirement of previous
regulations whereby both the declaration of import and declaration of export must be
provided in order to conduct payment. According to estimates, this will result in a
reduction of at least 5% on Ameco Beijing¡¯s material cost and funds occupied by warehouse
storage.
Current foreign exchange control regulations require enterprises to present the declaration
of import as well as the declaration of export when paying for bonded warehouse goods.
Payment must usually be made within 45 days when domestic aviation maintenance companies
import aviation materials from foreign companies. However, because of the unique nature of
the aviation maintenance industry, it is difficult for imported materials to clear customs
in such a short period. Therefore, Ameco Beijing and companies with significant
international business activities are unable to enjoy substantial tax savings on imported
equipment.
Ameco Beijing Therefore reported to the SAFE Beijing Office and finally got the
preferential treatment. It is believed that Ameco Beijing may get more international
business with this policy.
Following China¡¯s entry into the WTO and the improvement of Ameco Beijing¡¯s overall
maintenance capability, a growing number of foreign aviation companies now send their
aircraft, engines and components to Ameco Beijing for MRO services. Material that is not
bonded warehouse goods increases the burden on the enterprise and decreases its
competitiveness. The preferential treatment to Ameco Beijing by the Beijing Office of the
State Administration of Foreign Exchange will help Ameco to develop international business
and improve the competitiveness.

measuring instruments, and providing performance testing and conformity verification for
various products, materials, and devices, as well as the physical performance and processes
thereof.
Zhou Kaixuan, Deputy Director General of Airworthiness Department of CAAC, said at the
inauguration ceremony that, ¡°The establishment of CAAC Calibration & Testing Center is
aimed at standardizing and supervising the Chinese calibration work in accordance with the
relevant laws in a bid to enhance flight safety. A large operation like Ameco Beijing with
very strong comprehensive strength in the China civil aviation industry, has advantages in
building such a calibration center on behalf of CAAC with its strong material base, high
technical level, market oriented operating mechanism and of course its experiences in
calibration work."
CTC is the only Chinese calibration organization, which has been approved by CAAC. The
predecessor of the Center, Ameco Beijing¡¯s calibration lab, was the first institution to
be accredited by CNAL (in July of 2000) and conformed to the standards for laboratories set
forth by ISO17025.

Ameco Beijing reduces D check TAT to 34 days

On April 9, 2005, Air China¡¯s Boeing747-400 (B-2471) passed the flight test after 1D check performed at Ameco Beijing (Aircraft Maintenance and Engineering Co., Beijing). This 1D check was completed after 34 calendar days, the record low in the history of Ameco Beijing.
After the delivery of the aircraft, Gao Shi Ming, the leader of Air China Maintenance Supervision Team confirmed that the aircraft is in very good condition and expressed congratulations to Ameco Beijing.
This 1D check included all D check items as per in CAMP (Continuous Airworthiness Maintenance Program), structural inspection, CPCP, 31 EOs, 70 component replacement, 2 engine replacement, paint stripping and painting.
¡°The reduction of TAT on this aircraft is the result of Ameco Beijing¡¯s unremitting efforts on work procedure optimization and material management improvement¡±, said Mr. Wolf-Eckard Herholz, Executive Director of Aircraft Maintenance & Overhaul Division.
Since the beginning of the joint venture in 1989, Ameco Beijing has made continuous development in airframe overhaul in terms of capability, quality and TAT. Ameco Beijing ¡®s aircraft overhaul is carried out on a project management basis. A project manager is responsible for controlling the whole process starting from aircraft arrival till delivery and coordinating with different internal and external parties for smooth material supply and information transfer etc. The project management concept plays an important role in TAT reduction. Starting from 2004, a performance appraisal system is carried out in the shops of Ameco Beijing. It takes good effect in increasing man-hour utilization and per capita production capacity through a strict performance bench-marking tool.
In 2004, Ameco Beijing conducted D checks for three aircraft operated by Air China. The turn times on the three aircraft were 2 days, 3 days and 7 days ahead of schedule respectively. In 2005, Ameco Beijing conducted 1D check on another 3 aircraft of Air China, the turn times were 3 days, 9 days and 11 days ahead of time respectively.
On March18, 2005, at a ceremony to celebrate Ameco Beijing¡¯s completion of 1000th heavy maintenance, which was performed on Air China¡¯s Boeing747-400 (B-2469), Mr. He Li, CEO & General Manager of Ameco Beijing reviewed the company¡¯s achievements in last 15 years in terms of TAT. He mentioned in his speech that, ¡°¡in the end of 1980¡¯s, in front of our old hangar hang a banner, which said ¡°work hard and complete D check of Boeing707 in 100 days¡±. In 1994, we successfully completed a D check of Air China owned Boeing747-400 in 86 days. Ameco Beijing makes an announcement today that the D check of Air China Boeing747-400 (B2469) is completed in only 48 days.¡± And in this case the 1D check TAT was completed in a much shorter time ¨C 34 days, which is already the international standard.
At present, Ameco Beijing has 23 domestic customers and 28 foreign customers for aircraft overhaul product.

Ameco Beijing docking system construction and rebuild started

In mid of March, 2005, the construction and rebuild of Ameco Beijing¡¯s 4-bay hangar docking system started. This is also the largest construction and rebuild Ameco Beijing has ever made to its production equipment since its establishment in 1989.
The total task includes the construction of 4-bay hangar bay 3 docking system (nose, tail, fuselage and wing docks) and rebuild of the existing bay 4 docking system (rebuild of nose tail, tail dock and construction of B747 wing dock).
The bay 3 tail dock comprises of a 4 level height adjustable tail fin dock, height adjustable rear stabilizer dock, APU stand and mezzanine level.
The new docking system provides maintenance personnel with the easy access to all part of an aircraft and convenient move between different maintenance areas.
The upgraded docking system will meet the needs for conducting the highest level of checks on wide-bodied aircraft like Boeing747/767/777 and A340. It will enhance maintenance personnel safety and reduce the down time of aircraft.
The total investment in this construction project is more than RMB10 mio and the construction will be completed in June of 2005.
¡°With the construction and rebuild of 4-bay hangar docking system, we expect to reduce the TAT of the aircraft and return it to service as quickly as possible. And foremost, the new docking system will ensure the maintenance personnel safety, which we concerns most,¡± said Mr. Wolf-Eckard Herholz, Executive Director of Aircraft Maintenance & Overhaul Division.
The construction work is being performed by a Chinese construction company based in Shanghai.
Ameco Beijing¡¯s 4-bay hangar was put into use in 1996. It can accommodate 6 wide-bodied aircraft at the same time. Projects to build another multi-bay hangar and another 1-bay hangar (one for line maintenance and the other for painting and overhaul) are under discussion.
